Randall C.M.Whitney, President & Director
Randall Whitney is President and Director at Pacific Thomas Capital (PTC), overseeing all areas of the Company with offices in Honolulu, Hawaii and Walnut Creek, California. He joined Pacific Thomas Capital in 1990 as Vice President. Previously Randall was a Network Administrator contractor with Chevron's Information Technology Group. He obtained his BS in Economics and Mathematics, specializing in Management of Information Systems. Randall was formerly the Director of Homeless Solutions.

Jill Worsley, Chief Operating Officer & Director
Jill Worsley serves as the COO for Pacific Thomas Capital (PTC). Prior to this position she was the Founder and CEO of Pacific Trading Ventures, exporting snack foods from the United States to China. Jill worked for over 30 years in Hospitality Management at Roundhill Country Club and the Claremont Resort Hotel in California. She is also Co-Chair of China SciTech Foundation which embraces the virtual museum of the Chinese Network Information Center (CNIC) "KEPU" to further develop its educational dimension into schools, zoos, science museums and educational TV children programs. Jill has a BA in Business Administration from the University of Utah and has completed the Paralegal program at St. Mary's College in California.

Decheng (George) Yang, Financial Manager
Decheng (George) Yang is the Financial Manager at Pacific Thomas Capital (PTC), responsible for the financial planning, real estate investing analysis, loan structure analysis, cash management, financial statements and tax preparation. He joined PTC in 2003 as Financial Analyst and rose to Financial Manager in 2005. Prior to joining PTC, George worked at Jiangsu Provincial Office of Comprehensive Agriculture Development (POCAD) in China. He played a leading role in the process of the identification, preparation, appraisal, negotiation, implementation, and supervision of Jiangsu component World-Bank-financed Irrigated Agriculture Intensification Loan (IAIL). George has his MBA, with a concentration on finance, from the University of Hawaii at Manoa.

Doug Worsley, Consultant
Doug Worsley is a Consultant at Pacific Thomas Capital (PTC), working on all business ventures, concentrating on land planning and development and all legal activities. Prior to joining PTC, Doug's work included taxation and land development for the IRS Office of Chief Counsel and Kaiser Aetna; general corporate planning at SRI Restaurants; and local government inter-relationships for Best Western and Andersen's Pea Soup Restaurants. Doug earned his BA in Finance from the University of Hawaii and his JD at University of Utah.

Frank L. Spanger, Architect Consultant
Frank Spangler is the Architect Consultant for Pacific Thomas Capital. A licensed architect since 1965, Frank owned his practice; Frank Leslie Spangler Associates until 1990. He is licensed in New Mexico, Colorado, Arizona and California with NCARB credentials. Frank also worked in Europe for four years as Chief Architect for Interhomes, a German developer in designing and land planning. Frank graduated from the University of Southern California in Architecture and is a member of the American Institute of Architects (AIA).

Angela Norton, Office Communications Manager
Angela Norton is the Office Communications Manager at Pacific Thomas Capital (PTC). She works with all members of PTC, keeping track of projects and coordinating activities throughout the organization. Prior to this position she was the Manager of Back Office Processes for Providian, managing analysts and project managers for the company s Bankcard business. Angela has a BS in Business Management and an MA in Organizational Management from the University of Phoenix.

Leslie Whitney, Marketing Manager
Leslie Whitney is the Marketing Manager at Pacific Thomas Capital (PTC). She manages all marketing, public relations and advertising business for PTC, focusing on its retail business and real estate developments. Previously, Leslie was with Robertson Stephens Investment Bank in San Francisco as the Marketing Manager for their global branding and worldwide advertising. Leslie has a BA in Communications from the University of Hawaii.
